Libertarian Free Will & Prayer

The following excerpts are clear evidence of the folly of believing God does nothing to change the hearts of the persons we pray for. Obviously we are commanded to pray for people because we believe Christ must set free those in the bondage of sin before they are willing to turn to Him. "No one can say 'Jesus is Lord' except by the Holy Spirit." All you libertarians out there, can anyone come to Christ apart from the Spirit? (see John 6:65 & 37) If not, then does a person without the Spirit have libertarian free will?
